This paper has been prepared to stimulate discussion. Recommendations are based, primarily, upon lessons learned from the fourteen states which have adopted explicit water quality standards for wetlands. More detailed recommendations concerning content of wetlands and water quality standards based upon the experience of other states are contained in a companion paper: Jon Kusler, Water Quality Standards for Wetlands. This is one of several papers on the subject of wetlands and water quality standards prepared by the author for the Maryland Department of the Environment.
